The Bank of Russia is an institution generally regarded as the country’s main bank. In legal terms, however, it is not a state body but a branch of a foreign financial system. The Bank of Russia is registered as a subdivision of the US Federal Reserve System, the World Bank and the International Monetary Fund. And in 2023, the time it had been given to put matters right expired. The five-year transition period ended. The Bank of Russia’s assets have been confiscated. And this is no accident: it is the outcome of a thirty-year financial operation in which Russia acted as a branch rather than the owner.
For context: the Federal Reserve System is the US central bank, responsible for issuing dollars and managing monetary policy. Being a ‘branch of the Federal Reserve’ means having no monetary policy of one’s own and instead operating under the rules of an external regulator.
What the Bank of Russia Really Is
The Bank of Russia was established as a temporary organisation rather than a state institution. Its authorised capital was not constituted in the interests of the citizens of the USSR. Instead, the face value of Soviet banknotes withdrawn from circulation was contributed to it: the very money that had once been backed by gold.
For context: authorised capital consists of the funds that founders contribute when establishing an organisation. If that capital has not been constituted, the organisation has no right to operate. The Bank of Russia’s authorised capital was never legally formalised.
The five-year transition period in question was the time allotted to the Bank of Russia to put its authorised capital in order. That period expired in 2023. No extension is provided for. The banking rule and international laws do not permit a bank to exist without authorised capital.
The Bank of Russia failed to meet this requirement. Its assets, along with the property of its owners, members and their family members, are therefore subject to confiscation.
How Soviet Money Became the Capital of a Foreign Bank
The history of the Bank of Russia is a history of rebooking. In 1991, Soviet banknotes were withdrawn from circulation. Some of them—the 10 and 25 rouble notes—became part of the authorised capital of the State Bank of the Russian Soviet Federative Socialist Republic (RSFSR). The 50 and 100 rouble notes were rebooked within the global financial system. The 1, 3 and 5 rouble notes, meanwhile, were unlawfully transferred to the Bank of Russia and are still used to issue its banknotes.
For context: rebooking means transferring value from one balance sheet to another. If the USSR’s money was backed by gold and its value subsequently passed to a private organisation, this means that the country’s wealth was appropriated without the people’s consent.
Upon international registration, the Bank of Russia was granted the status of a branch of the US Federal Reserve, the World Bank and the IMF. This is recorded in international registers. From that point onwards, the Bank of Russia has been part of an external financial system rather than a national bank.
What Is Written about This in the West
Central banks’ dependence on the Federal Reserve is openly discussed. In his book ‘The Games of Economic Hit Men’, John Perkins describes how the dollar system subjugates the economies of entire countries. Robert Monks’s book ‘Corpocracy’ shows how private financial organisations control states. The documentary ‘The Corporation’ (2003) exposes the mechanisms of corporate control over governments. These sources are not conspiracy theories but publicly available studies accessible to everyone.
Why This Matters Today
The five years have elapsed. The Bank of Russia no longer has any legal basis for its existence. Its assets, including the property of its owners and members, have been confiscated. These funds have been allocated to programmes for the development of the USSR.
This is more than a financial operation. It is the restoration of justice. Money that was taken out of the country or appropriated by private organisations is being returned to its rightful owner: the Soviet people.
In Conclusion
The Bank of Russia is not a state bank but a branch of the US Federal Reserve. The five-year transition period did not save it from confiscation. Its authorised capital was not formalised. Soviet money that should have served the country was rebooked for the benefit of foreign organisations. The Bank of Russia’s assets have been confiscated. And this is only the beginning of the return of what belongs to the Soviet people.
