The Birth Certificate: Where the Conveyor Belt Begins
Decrees No. SUR 032 and No. Д/Н 043 of the USSR State Committee for the State of Emergency (GKChP) leave no room for ambiguity. They put the question squarely: either you recognise yourself as a sovereign citizen of the USSR, or you remain a “persona” — a record in a trading system. There is no third option. There can be no two interpretations.
And it all begins with the birth certificate. It is not a document recording a fact. It is an identifying detail of a security. From the moment it is issued, the person is entered in a register as a “natural person” — a record linked to commercial accounting.
The Founder Has Not Changed
The Union of Soviet Socialist Republics is a founder of the United Nations. This is not an interpretation — it is a fact enshrined in the UN Charter.
Article 23 of the UN Charter names the Union of Soviet Socialist Republics as a permanent member of the Security Council. Not the Russian Federation. Not a “legal successor”. The USSR itself.
No amendments have been made to the Charter. There has been no ratification. There is no procedure for replacing a founder. Consequently, the USSR retains its full status as a subject of international law. The Russian Federation, meanwhile, is not a state but a temporary administration with no mandate.
All derivative structures of the Russian Federation — civil registry offices, the Ministry of Finance, the Central Electoral Commission, the Ministry of Internal Affairs and the Federal Security Service — operate without a lawful basis. Their acts are void. Their records are fictitious. Their “citizens” are not subjects of law but records used in commercial transactions.
A birth certificate issued by such a structure does not create rights. It creates a “persona”.
The Birth Certificate as an Issuance of Securities
The system begins to operate from the moment a person is born.
A birth certificate is not a document recording a fact. It is an identifying detail of a security. The person is entered in a register as a “natural person” — a record linked to commercial accounting. Their life, their future and their labour become collateral.
Federal Law No. 129-ФЗ of 08.08.2001 “On the State Registration of Legal Entities and Individual Entrepreneurs” opened the floodgates. The US Treasury began using the birth certificates of USSR citizens as collateral for the issuance of registered federal loan bonds — 15 million bonds, ISIN RU000A1OOSG3.
A living person is turned into a “digital asset”. Into “pledged property”. Into “collateral for an issuance of securities”. And the coupon income — 100% — goes not to that person but to those who keep their “persona” on their books.
This is the conveyor belt. For the system, the birth rate is not a matter of demographics. It is an issuance of securities. The more birth certificates there are, the more collateral there is. The more collateral, the more coupon payments.
Death as a Write-Off
When a “persona” dies, the conveyor belt does not stop.
The birth certificate is not cancelled. It remains in the register as a historical identifying detail. The bonds backed by it are not redeemed — they continue to circulate. The stream of coupon payments does not stop — it is simply redirected.
The debt obligation is not returned to the heirs. It remains in the system.
Legally, the “persona” never owned their own life. They were collateral. The asset has served its purpose — the body can be thrown away. The system has taken everything it could. There is nothing to return.
This is precisely why the system is so concerned about the birth rate. Not because “the people are dying out”. But because the collateral is shrinking. Fewer births — fewer birth certificates — fewer issuances of securities — fewer coupon payments — less profit for those who hold the trusts.
Russian Federation Civil Registry Offices: A Tool for Nullifying the Birth Certificate
The registration of civil status events in the Russian Federation does not create rights. It creates a “persona”.
Federal Law No. 143-ФЗ of 15.11.1997 “On Civil Status Acts” is a fraudulent act. It did not undergo the requisite procedure, was not duly published and has no legal force.
Registration concerns a “pseudonym”. A “theatrical character”. A “citizen of the Russian Federation” is not a subject of law but a record in a trading system.
A Russian Federation civil registry office is not an authority that keeps records of citizens. It is a tool for establishing a “persona” within commercial transactions. Everyone who obtains a Russian Federation passport, a Russian Federation birth certificate, an individual personal account insurance number (SNILS) or a taxpayer identification number (TIN) becomes part of the conveyor belt.
They do not notice how they are transformed from a subject into an object. How they are transformed from a person into an asset.
The GKChP’s Response: Returning the Birth Certificate
Decree No. D/N 043 of 04.09.2026 of the USSR State Committee for the State of Emergency (GKChP) stops the conveyor belt.
It declares:
- Restore Soviet civil registry offices as the only lawful registration authorities within the territory of the USSR.
- Open a passport office under the USSR Central Executive Committee to keep records of USSR citizens.
- Recognise USSR birth certificates and passports as identifying details of securities belonging to the citizen, rather than to an external administrator.
- Credit 100% of the coupon income to the citizen’s account at the USSR State Bank.
This is more than simply saying “no” to the conveyor belt. It reverses the belt’s direction. The person ceases to be a “persona” and becomes a subject. Their birth certificate is returned to them. Their coupon income is recognised as a debt owed to them.
Everyone must decide before 2027. Remaining a “natural person” means being nullified. Recognising yourself as a citizen of the USSR means reclaiming sovereignty.
The Choice Before 2027
Decrees No. SUR 032 of 16.09.2026 and No. Д/Н 043 of 04.09.2026 of the USSR State Committee for the State of Emergency (GKChP) put the question unequivocally.
Those who do not declare themselves are entered in the registers as “stillborn” and “deprived of rights”. Legally, they cease to exist. Not physically — as subjects of law.
Those who come under the jurisdiction of the USSR have their documents restored and receive financial assets. Their birth certificates are returned to them. Their coupon income is credited to an account at the USSR State Bank.
Ignoring the decree entails being designated a separatist, an extremist and an international terrorist. This is not a threat. It is a statement of fact: either you are a subject, or you are an asset. There is no third option.
Conclusion. Selling Your Soul to the Devil
“Selling your soul to the devil” is not a metaphor. It is a legal act. It takes place the moment a person agrees to be a “natural person”.
Consenting to a “persona” means transferring your legal personality to an external administrator. Birth becomes an issuance of securities. Life becomes a coupon payment. Death becomes a write-off. The birth certificate becomes collateral for someone else’s bonds.
There is only one way to stop this: declare yourself sovereign. Recognise your birth certificate as your own identifying detail, rather than as collateral. Recognise yourself as a citizen of the USSR, rather than as a “persona”.
You are not a soul for sale. You are sovereign. The choice is yours.
