The Academy examines Decree No. 521 of 27 July 2026 on restrictions on land ownership by foreign citizens, stateless persons and foreign legal entities in listed border territories. It treats USSR citizens as foreigners for the Russian system and challenges the basis of the list through its assessment of RF borders and comparison with SAAT.
