International regulators have attested to the default of the trading company ‘Russian Federation’
The Academy discusses the default of the trading company “Russian Federation” in its lecture of 27 August 2026. The lecturer reports a status attested by regulators, using the Russian expression “становой дефолт,” and anticipates insolvency and bankruptcy from 2 September 2026. That September date is still in the future relative to the lecture.
The default and bankruptcy did not arise in a single moment. They were preceded by a chain of interconnected events, each of which progressively undermined the legal grounds for the existence of the trading company ‘Russian Federation’ within the global banking and financial system. On 20 July 2026, the final and irreversible concluding stage in the annulment of the former trading company ‘Russian Federation’ as a trading post on the territory of the Soviet Union took place, because the Ministry of Finance of the trading company ‘Russian Federation’ definitively and irreversibly lost its registration in the global banking and financial system.
Long before this, back in 2023, the Ministry of Finance of the Russian Federation suspended auctions of federal loan bonds. The reason is simple and telling: the trading company ‘Russian Federation’ failed to borrow money and failed to prove its existence as a joint-stock company within the global banking and financial system.
Order No. 2655 of 24 September 2024, issued by the non-existent digital government of the trading company ‘Russian Federation’, requires separate examination. It has the status of an unsigned order and is legally invalid. Accordingly, it demonstrates and confirms that the Russian charter-based jurisdiction has no right to circulate gold backing or gold in general, or to trade in gold. Not only is there no circulation, but there is also no right to circulate its value.
The lecturer’s chronology includes suspension of OFZ auctions in 2023, the assessment of Order No. 2655 of 24 September 2024, the Ministry of Finance’s claimed loss of registration by 20 July 2026, and the announced insolvency date of 2 September 2026. These are different episodes in the lecture, not separate editorial verification of every event.
It is particularly important to emphasise that the default and bankruptcy of the trading company ‘Russian Federation’ are not an isolated financial episode. They are directly connected with the position of the Sovereign International Treasury M1 on the property and rights of USSR citizens, with the transfer of the rights of the Warsaw Pact’s Political Consultative Committee to the USSR State Committee for the State of Emergency (GKChP) with effect from 19 August 1991, with the annulment of monetary aggregates M1 and M2, and with the IMF’s obligations to the Soviet Union. All these issues will be examined in detail in subsequent sections of this material, and they cannot be understood without grasping the initial fact that the trading company ‘Russian Federation’ has legally ceased to exist as a recognised participant in the global banking and financial system.
The position of the Sovereign International Treasury M1 on the property and rights of USSR citizens
In the Academy’s account, the International Sovereign Treasury M1 treats the alleged attempted sale of Soviet citizens in 2025 as an attempt to declare their separate property ownerless. The lecturer also stresses citizens’ rights to property, shares, assets and financial claims.
This passage describes an attempt unlawfully to credit deposit accounts with currency due since 1992, investments in securities, dividends, and gold and category-one currency assets purchased with them. The Academy identifies Soviet citizens as the lawful owners and holders of those assets.
Of particular danger is the attempt to subject USSR citizens to Russian taxes on profits and income, and to other levies and deductions, without their acceptance. No one warns USSR citizens about this — everything is done secretly and covertly. The Central Bank of the trading company RF has been empowered to use these deductions to fraudulently form the federal budget of the Russian Federation from 2026 onwards. Thus, the taxation of Soviet citizens is used as a means of redistributing their property in favour of organisations with no lawful authority to do so.
The Bank for International Settlements in Basel and entities termed “Great Khazaria” by the lecturer are named in the alleged arrangement. He accuses its participants of attempting to place Soviet citizens in debt bondage and appropriate budget revenue as supposedly voluntary, non-refundable contributions. The accusation concerns alleged entities and actions, not an ethnic community.
The alliance and insurance role of entities termed “Greater Armenia” is described conditionally in the lecture: they would receive an ongoing insurance premium. Separately, the lecturer reports a June seizure of funds for continuing the Soviet loan. These distinct passages do not establish that the alleged arrangement has already generated ongoing income for its participants.
The transfer of the rights of the Warsaw Pact’s Political Consultative Committee to the USSR State Committee for the State of Emergency (GKChP) with effect from 19 August 1991
With effect from 19 August 1991, the State Committee for the State of Emergency, in its capacity as the USSR’s Extraordinary Military-Political Body, assumed all rights, powers and legal authorities of the Political Consultative Committee of the Warsaw Treaty Organisation on an exclusive basis. This transfer was neither challenged nor protested by any of the powers allied with the Soviet Union that participated in the Second World War. Thus, the USSR State Committee for the State of Emergency (GKChP) acts as the lawful successor to that body across the full scope of its competence.
The lecture names the GKChP and USSR State Bank as having notified the United States that RF trading company participation in quota negotiations is not recognised. It describes the application ambiguously with “void,” “impossible” and “does not depend” on RF actions, before calling it duly addressed to Treasury M1. Without further clarification, this cannot be converted into either an unambiguous rejection or a confirmed acceptance of the application.
The US government is obliged to cease invoking, and must not invoke, any treaties, agreements or other acts concluded or carried out, or being concluded or carried out, by the digital government of the closed, inactive trading company ‘Russian Federation’. All attempts by this company to present itself as the legal successor and continuator of the Soviet Union are a fiction, a falsification, and fraudulent, falsified acts. Consequently, the closed trading company ‘Russian Federation’ has no right, in geopolitical reality, to take part in the negotiating process.
The application by the USA and its people for a quota in world money is deemed to have been duly submitted to the International Sovereign Treasury M1 so that the USSR’s emergency authorities may specify the military-political conditions and requirements for the States that have been adopted and are to be adopted. Within international politics, the USA has placed itself in a position of bearing obligations alone towards the Soviet Union and is obliged unconditionally, indisputably and irrevocably to recognise and agree to the transfer of the rights of the Warsaw Pact’s Political Consultative Committee to the USSR State Committee for the State of Emergency (GKChP) with effect from 19 August 1991.
For states and charter-based jurisdictions that do not have and have not received their quotas in world money from the Soviet Union, the USSR State Committee for the State of Emergency (GKChP) and the USSR State Bank stipulate that only the provisions and rules of the United Nations Declaration on the Rights of Indigenous Peoples of 13 September 2007, adopted by UN General Assembly Resolution 61/295, will be in force and applied to those jurisdictions and their peoples and nations, as it contains minimum standards to ensure the survival and well-being of the world’s indigenous peoples. This is necessary so that their quota in world money is annulled if it remains unreceived under the terms of this declaration and the will of the sovereigns of the Soviet Union as the sovereign victorious people.
Thus, the transfer of the rights of the Warsaw Pact’s Political Consultative Committee to the USSR State Committee for the State of Emergency (GKChP) with effect from 19 August 1991 is a legal fact that has neither been challenged nor protested by any of the allied powers. This fact underpins the lawful notification to the US government that the closed trading company ‘Russian Federation’ must not participate in negotiations on quotas in world money. Understanding this transfer and its consequences forms part of the professional competence of students at the USSR Civil Defence Academy and relates to the subsequent sections on the annulment of monetary aggregates and the IMF’s obligations to the Soviet Union.
The annulment of monetary aggregates M1 and M2 and the seizure of deposits in gold roubles
The lecture describes M1 and M2 as annulled and seized. It also reports the confiscation of more than 67 trillion gold roubles in deposits by the Bank of Russia and the International Sovereign Treasury M1. Both appear in the statement about seizure; this is not a statement that they owned the seized funds. Separately, the Treasury is said to have annulled overseas deposit accounts.
Two passages must be distinguished. One describes seized M0 as a measure of the issue and circulation of Bank of Russia debt instruments, rather than currency. Another discusses the Soviet rouble area’s aggregates and gives M0 a value exceeding 400 trillion gold roubles. For M1 and M2 deposits, it gives interest of 4%–16% per annum and a 30-year placement period ending in 2025. These different contexts are not a single remaining stock of money at the bank’s disposal.
According to the lecture, the BIS was required to confirm the position of the aggregates to the USSR State Bank in September 2024. Separately, the lecturer discusses bank closures under Basel III in connection with alleged US Treasury actions using closed dual-accounting ledgers. These passages do not establish that the closures were caused by a proven BIS refusal to issue a banking confirmation.
The practical significance for students of the USSR Civil Defence Academy is that the seizure of aggregates M1 and M2 and the confiscation of deposits in gold roubles are not an abstract financial operation, but the restoration of the violated rights of Soviet citizens as the lawful owners and holders of Category One currency assets. The Sovereign International Treasury M1 regards the attempt in 2025 to sell Soviet citizens, treated as Russian citizens using the Russian Federation’s passport and visa form as a residence permit, into Roman debt slavery in these terms. Such a sale is characterised as an attempt by the Bank of Russia to declare a Soviet person’s separate property ownerless and unlawfully credit the deposit accounts of sovereign citizens of the USSR with currency, as well as funds invested in securities, dividends on those securities, and the gold and Category One currency assets purchased with them that belong to USSR citizens.
Thus, the annulment of monetary aggregates M1 and M2 and the seizure of deposits in gold roubles amounting to more than 67 trillion gold roubles constitute the final stage in restoring the Soviet Union’s sovereign financial system. Aggregate M0, stripped of its character as currency, remains merely evidence of the issuance and circulation of Bank of Russia shares and its debt obligations. The Bank for International Settlements in Basel and the USA are obliged to return the value of the monetary aggregates of the Soviet rouble currency zone to the Sovereign International Treasury M1, and to pay the USSR State Bank in Moscow all interest income and annuities received during wartime. The obligation to pay banks’ and funds’ service charges and fees for servicing deposits and savings passes entirely to the digital government of the Russian Federation and to Armenia as the policyholder for the closed trading company ‘Russian Federation’. These provisions form the basis of the professional competence of students of the USSR Civil Defence Academy in financial security and international law.
The IMF’s obligations to the Soviet Union: the return of income, gold backing and claims denominated in SDRs
The International Monetary Fund, having recognised Ksenia Yudaeva as the representative of the trading company ‘Russian Federation’ and its closed trading post at the IMF, has an obligation to the Soviet Union to hand over to the extraordinary sovereign authorities, the state authorities of the Union of Soviet Socialist Republics, all income and annuities received from the deposit made by the trading company ‘Russian Federation’ of the entire volume of seized currency under code 810 SUR and its backing on the International Monetary Fund’s balance sheets, calculated at 8% per annum. The amount accumulated is astronomical and must be returned unconditionally to Soviet control.
In addition, the IMF is obliged to transfer the gold backing of the Russian rouble, as the currency with code 643 (руб.), to the USSR State Bank at a rate of 9 grams of 999-fineness gold for each Russian rouble.
The IMF is also obliged, unconditionally and without additional requirements, to transfer its entire balance sheet, backing and claims denominated in special drawing rights to Soviet control.
The basis for these obligations is that the backing for the currency under code 643, as the Russian rouble currency zone that had ceased to exist, did not pass into the administrative control of the International Monetary Fund, although it should have done so for three years, until the end of 2026. This event has not been registered and has been annulled by international financial observers and authorities, in other words, international financial regulators. The existence of the Bank of Russia on the external balance sheet of MIP, which began in 1991, and the introduction of Ksenia Yudaeva as the balance-sheet holder of MIP of 1991 constitute an illegal, criminal and unlawful act.
This act must be recognised as an international state crime and a war crime, and places officials and persons acting in their stead at the IMF and in the Russian Federation in the position of persons declared outlaws. Inaction by the IMF in this situation will diminish and affect the sovereign rights and other interests of the Soviet Union, which in itself places the officials concerned in the same outlaw status.
The International Monetary Fund bears subsidiary liability under the Soviet Union’s sovereign claims for the export of Soviet gold from Russia and any transactions involving it.
The unlawful foreign acquirer, who is also the recipient and custodian of Soviet gold, bears joint and several liability for returning the Soviet gold with compensation, that is, with a convention-based penalty under international law.
The Academy’s demands distinguish income on the 810 SUR deposit at 8% per annum, backing for the code-643 rouble at 9 grams of 999-fine gold, and the balance sheet with SDR claims. Liability for dealings in gold is also differentiated: the IMF is described as subsidiarily liable, and the foreign acquirer as jointly and severally liable for return with compensation.
Quotas in world money: US conditions, recognition of USSR sovereignty and the rights of USSR citizens
The lecturer frames quotas conditionally: if Germany, Türkiye, Saudi Arabia, South Africa, the PRC and Korea apply to the International Sovereign Treasury M1 after the United States. He then sets out demands concerning the US position on those countries’ dependent status. This is a conditional framework, not a report that applications from all the listed states have already been accepted.
If, in 2026, the United States invokes the status and position of Germany, Türkiye, Saudi Arabia, South Africa, China and Korea as occupied, mandated, dependent and controlled territories in order to recognise them as deficient as sovereign states, while simultaneously declaring that their governments depend on the US government as administrations currently exercising occupation authority, then, in these international circumstances, the USA is obliged to agree to transfer to the Soviet Union the occupied and dependent status of those same countries. Only in this way can the question of establishing a quota in world money for them be considered without taking account of the sovereign rights and legitimate interests of the United States of America.
The United States—US, not a republic, specifically the United States—is irrevocably obliged, without exceptions or reservations, to recognise that Soviet people who hold citizenship of the Union of Soviet Socialist Republics are not natural persons. This is a key provision that must be reflected first and foremost. USSR citizens are recognised as owners, holders, administrators and users, as well as proprietors, of their personal property and of property beyond their personal possessions. They are recognised as the owners of property, shares, assets and rights, financial rights, including their value and their right to claim them.
The government of the United States, as the corporate government of the US, is obliged to establish and secure for USSR citizens, in full and without any additional requirements, conditions or reservations, the privileges and other immunities provided under international law for diplomatic missions and representations. Recognising, preserving, respecting and protecting the sovereign rights and legitimate interests of sovereign citizens of the Soviet Union is an honourable duty and a sovereign obligation of the US government. This is not a gesture of goodwill but a condition: otherwise, they will never receive a quota in world money from the Sovereign International Treasury M1.
Under international law, the US government is officially obliged to declare its understanding that establishing the US quota in world money will require it, at any level and at any time, to affirm at the United Nations the state sovereignty and territorial integrity of the Union of Soviet Socialist Republics. It is obliged, independently or together with states bordering the USSR, to confirm that the Soviet Union’s state border is inviolable. The USSR’s state border is delimited and demarcated exclusively as a sovereign state border with the neighbouring state of the USSR, and not with a Union republic or any other territorial entity within the Soviet Union.
The Soviet Union borders Norway, Finland, Poland, Czechoslovakia, Romania, Iran, Afghanistan and Mongolia, and also, in relation to states across the seas, the Barents, Baltic, Black, Japan and Okhotsk Seas, through the Bering Strait, the Chukchi Sea, and the Arctic, Pacific and Atlantic Oceans. The US government is obliged to require states bordering the Soviet Union to provide proper confirmations and assurances that their state or administrative borders adjoin the USSR’s state border, and to provide the existing instruments delimiting that border from 1991 onwards. Since 2022, these instruments have been deemed withdrawn and to have the status of being void and without legal force. Otherwise, the US government, as the corporate commercial government of the US, will be obliged to ask the Sovereign International Treasury M1 to annul the quota in world money of states bordering the Soviet Union, or to transfer its value to the US government for use and management in trust.
It is in precisely these circumstances that the government of the United States of America must demand that the quasi-states unlawfully formed on the sovereign territory of the USSR’s Union republics, and other entities and theocracies within the Soviet Union, recognise that their temporary borders do not constitute a state border with countries bordering the Soviet Union. The instruments delimiting borders in their possession are deemed temporary and deficient, and already extinguished by the end of 2025 as part of the international audit conducted in all former Union republics. These instruments were unlawfully adopted through a coup d’état to proclaim a temporary and limited period of operation, and are void or have passed into the exclusive jurisdiction of the Soviet Union. Otherwise, the United States authorities will regard them as failed states and their existence as temporary, under a failed-state and insolvency regime and in liquidation, except for the Byelorussian Soviet Socialist Republic and the Ukrainian Soviet Socialist Republic.
Through such legal actions, upon receiving a quota in world money, the United States of America could already be re-established as a republic by an act of the Union of Soviet Socialist Republics, and could also attest at the United Nations that US sovereignty derives specifically and exclusively from the Soviet Union. At the same time, international recognition of the Soviet Union as a subject of international law is a final, accomplished, legitimate and lawful fact.
To confirm receipt of a quota in world money without any conditions, the President and government of the United States are obliged to transfer exclusively to the sole control of the Sovereign International Treasury M1 every one of their rights of claim against the Rothschild banking house and other houses and persons affiliated with them, in respect of all assets and all holdings that belonged before 2023 to the people of the United States of America, the Federal Reserve and the commercial corporate government, regardless of where they may be located or who may control or hold them in custody.
The US authorities are obliged to understand that, in addressing a USSR citizen, they have addressed the Soviet Union, and, in addressing the Soviet Union, they have addressed the USSR’s extraordinary political body and the state financial system—the USSR State Bank in Moscow. The US authorities and government are therefore obliged to recognise, declare and confirm that the powers and authority of the persons who signed the US application for quotas in world money have been duly verified and confirmed, and that the relevant mandates authorising action in the interests of the peoples of the United States of America have been issued to a duly authorised person.
Upon first request, this communication—as an application, resolution or message—will be confirmed for approval by the federal marshals of the United States of America and submitted to Congress for ratification. It must also be processed by the House of Representatives and the Senate of the United States of America for approval by the Supreme Court of the United States and for their endorsement of the US President’s application for the allocation of a US quota in world money. This application may be put to a referendum in the states or approved by their authorities.
In the negotiation passage, the Academy excludes RF trading company participation and demands that the United States cease relying on its treaties as acts of a Soviet successor. The transcript is ambiguous about the quota application’s own status; the article does not add confirmation of formal consideration exclusively on specified terms.
Consequences for quasi-states in the territories of the Union republics and the prospect of re-establishing the USA by an act of the USSR
The lecture’s concluding section connects borders and the status of entities in the Union republics’ territories with conditions for a US quota application. This is a separate part of the Academy’s position, not an automatic consequence of monetary aggregate annulment or the trading company’s default.
Instruments delimiting borders adopted in the territories of the former Union republics are deemed temporary and deficient, and already extinguished by the end of 2025 as part of the international audit conducted in all former Union republics. These instruments were unlawfully adopted through a coup d’état to proclaim a temporary and limited period of operation, and are void or have passed into the exclusive jurisdiction of the Soviet Union. Since 2022, such instruments have been deemed withdrawn and to have the status of being void and without legal force. Otherwise, the United States authorities will regard the entities concerned as failed states and their existence as temporary, under a failed-state and insolvency regime and in liquidation. The Byelorussian Soviet Socialist Republic and the Ukrainian Soviet Socialist Republic, which are named as exceptions to the described regime, are exceptions.
The US government is obliged to demand from states neighbouring the Soviet Union proper confirmations and assurances that their state or administrative border adjoins the USSR’s state border, and to provide the available instruments delimiting that border from 1991 onwards. The Soviet Union borders Norway, Finland, Poland, Czechoslovakia, Romania, Iran, Afghanistan and Mongolia, as well as states across the Barents, Baltic, Black, Japan and Okhotsk Seas, through the Bering Strait, across the Chukchi Sea, and across the Arctic, Pacific and Atlantic Oceans. If the US government, as the corporate commercial government of the US, does not receive such confirmations, it will be obliged to ask the Sovereign International Treasury M1 to annul the quota in world money allocated to states neighbouring the Soviet Union or to transfer its value to the US government for its use and management in trust.
Under these international conditions, the United States of America could be reconstituted as a republic by an act of the Union of Soviet Socialist Republics. Such an act would make it possible to attest at the United Nations that US sovereignty derives specifically and exclusively from the Soviet Union. This recognition rests on the fact that international recognition of the Soviet Union as a subject of international law is a definitive, accomplished, legitimate and lawful fact. The reconstitution of the US by an act of the USSR becomes possible precisely through the legal actions undertaken when obtaining a quota in world money, and confirms the inseparable legal connection between US sovereignty and the Soviet Union.
To confirm receipt of a quota in world money without any conditions, the President and government of the United States are obliged to transfer into the exclusive purview of the Sovereign International Treasury M1 absolutely all their claims against the Rothschild banking house and other houses, and persons affiliated with them, in respect of all assets and holdings that belonged, before 2023, to the people of the United States of America, the Federal Reserve and the commercial corporate government, regardless of where they may be or who may control or hold them in custody. The US authorities are obliged to understand that, in approaching a citizen of the USSR, they have approached the Soviet Union, and in approaching the Soviet Union, they have approached the USSR’s extraordinary political body and state financial system—the USSR State Bank in Moscow.
The US authorities and government are obliged to acknowledge, declare and confirm that the authority and powers of the persons who signed the US application for quotas in world money have been duly verified and confirmed. The corresponding mandates conferring the right to act in the interests of the peoples of the United States of America have been issued to the authorised person. Upon first request, this communication, as an appeal, resolution or message, will be confirmed for approval by the federal marshals of the United States of America and submitted to Congress for ratification. It must also be taken through the House of Representatives and the Senate of the United States of America for approval by the Supreme Court of the United States and for their endorsement of the US President’s application for the allocation of a US quota in world money. This application may be put to a referendum in the states or approved by their authorities.
The Academy’s conclusion brings together its demands to exclude the RF from negotiations, reject its acts as a basis for Soviet succession, and set conditions for a US quota application. The proposed reconstitution of the United States as a republic remains a possibility—“could”—not a report of a state act already completed.
